Project 2025 is an initiative launched by the Heritage Foundation that brought over 400 scholars together to develop a policy agenda for the future and disgraced former President Donald Trump’s attempt to distance his campaign from it is about as false as anything the most disingenuous politician of our time has come up with.
The 900-page Project 2025 document outlines a comprehensive remaking of American policy on a wide range of different topics.
After taking office on January 20, 2017, President Donald Trump and his administration embraced nearly two-thirds of the policy recommendations from The Heritage Foundation’s “Mandate for Leadership” within the first year.
The “Mandate for Leadership” series included five individual publications, totaling approximately 334 unique policy recommendations.
Analysis completed by Heritage determined that 64 percent of the policy prescriptions were included in Trump’s budget, implemented through regulatory guidance, or under consideration for action following The Heritage Foundation’s original proposals.

“President Trump had an extraordinarily successful first year,” says Thomas Binion, director of congressional and executive branch relations at The Heritage Foundation. “He put a conservative on the Supreme Court and he enacted historic pro-growth tax reform. This analysis demonstrates the lesser-known policy success that his administration has been fighting hard to enact.”
While GOP political operatives and Trump recognize that the public finds their policy agenda repugnant, and they have tried to distance the campaign from the explicit proposals described in the Project 2025 document, it is obviously a good representation of what will happen if Republicans win in November.
