Two men with heroin arrested in Lambertville on narcotics charges

Two individuals were arrested on charges related to the distribution and possession of controlled dangerous substances, following a joint investigation by the Hunterdon County Prosecutor’s Office’s Narcotics Task Force and the Lambertville Police Department, officials announced today.

The investigation, initiated in early September after reports of suspected narcotics transactions in the area of George Street, led to the arrests of Carl Decicco, 33, of Lambertville, and Rayshawn Robbins, 39, of Trenton, on Tuesday, September 24, 2024.

Detectives observed the two men engaging in what appeared to be a narcotics transaction, according to authorities.

Decicco was taken into custody without incident and charged with third-degree possession of heroin, in violation of N.J.S.A. 2C:35-10a(1).

Robbins was also arrested without incident and charged with third-degree distribution of heroin, in violation of N.J.S.A. 2C:35-5a(1).

Both men were charged on summonses and released from custody, pending upcoming court appearances.

A third-degree criminal charge can carry penalties of three to five years of imprisonment and a fine of up to $15,000.

Authorities emphasized that a criminal charge does not imply guilt, and both individuals are presumed innocent until proven guilty in a court of law.

The joint announcement was made by Hunterdon County Prosecutor Renée M. Robeson and Lambertville Police Department Lt. Robert Brown.
