Hunterdon County man charged for possessing child sexual abuse videos & images

A forensic examination of the storage card revealed approximately 800 images and 30 video files depicting child sexual abuse material (CSAM).

Investigators reported that the materials included depictions of prepubescent minors, sadistic or masochistic conduct, and the sexual abuse of infants or toddlers.

Tuytjens has prior convictions for aggravated sexual assault and possession of child pornography.

Tuytjens was convicted of sexual assault and aggravated sexual assault in 2002, on charges that apply when the victim is less than 13 years old.

While on parole in April 2011, a scan of his computer turned up several images and videos that appeared to be child pornography.

At that time, Tuytjens told parole officers he used peer-to-peer file-sharing software to download the material and he had copied child pornography from his laptop onto several DVDs.

Officers found nine such DVDs, with images and videos of children involved in explicit sexual acts, according to a complaint by parole officers. The files had names such as “5yo Girl and Dad – Pthc – Russian Childporn,” it states.

If convicted of the current charge, he faces a mandatory minimum sentence of 10 years in prison, a maximum of 20 years, and a potential fine of up to $250,000.

He was sentenced to 13 years in prison after he pleaded guilty in 2002, and to another 10 years behind bars in 2012.

The investigation was conducted by the FBI’s Child Exploitation and Human Trafficking Task Force in Newark, the New Jersey State Parole Board, and the Hunterdon County Prosecutor’s Office. The case is being prosecuted by Special Assistant U.S. Attorney Jonathan S. Garelick.

The charges are allegations, and the defendant is presumed innocent unless proven guilty.

An Ocean County, New Jersey, man was sentenced to 180 months in prison for receiving and distributing child pornography. 

Christopher Budelman, 37, Brick, New Jersey, previously pleaded guilty before U.S. District Judge Zahid N. Quraishi to an information charging him with two counts of receipt of child pornography and one count of distribution of child pornography. Judge Quraishi imposed the sentence in Trenton federal court.

According to documents filed in this case and statements made in court, while communicating via an online video chat site, Budelman enticed two minors to engage in sexually explicit conduct while he sexually pleasured himself.

Budelman recorded and saved those video chats on his computer, which occurred around June 2022.

Additionally, from in or around September 2021 to in or around June 2022, Budelman used two Kik Messenger accounts to send images and videos containing child pornography, including images and videos depicting prepubescent minors engaged in sexually explicit conduct, to others.

In addition to the prison term, Judge Quraishi sentenced Budelman to 10 years of supervised release.
