TOMS RIVER, N.J. — A Lakehurst man has been sentenced to nine years in state prison for a 2025 crash in Toms River that killed a man working in a construction zone, the Ocean County Prosecutor’s Office said.
Douglas Smith, 52, was sentenced Oct. 23 by Superior Court Judge Kenneth T. Palmer, Ocean County Prosecutor Bradley D. Billhimer announced. Smith pleaded guilty Aug. 31 to vehicular homicide and driving while intoxicated.
The sentence is subject to the No Early Release Act, which requires Smith to serve 85% of the term before he is eligible for parole. His driving privileges were also suspended for 10 years, according to the prosecutor’s office.
Authorities said Smith’s vehicle struck Allen Adams, 50, of Lumberton Township, at about 1 a.m. on July 31, 2025, while Adams was working in a construction zone on Lakewood Road in Toms River. Adams died at Community Medical Center.
A blood sample showed Smith had a blood alcohol concentration of 0.151, and he also had cocaine, fentanyl and methadone in his system, the prosecutor’s office said.
Smith was charged on Aug. 28, 2025, and arrested in Toms River on Sept. 3, 2025. He has been held in the Ocean County Jail since then, officials said.
Supervising Assistant Prosecutor Meghan O’Neill handled the case. Billhimer credited the prosecutor’s Major Crime Unit-Vehicular Homicide Squad, the Toms River Township Police Department, the Ocean County Sheriff’s Office and the U.S. Marshals Service Fugitive Task Force for their work on the investigation.
