Veteran Republican pollster Frank Luntz warned last week that flawed polling practices could give Democrats a false sense of security heading into the upcoming midterm elections, cautioning that expectations of a sweeping “blue wave” may ultimately prove unfounded.

Appearing on CNN News Central, Luntz discussed President Donald Trump’s recent negative poll numbers before turning his attention to potential structural flaws in modern polling methods.

When asked what current surveys might be missing and whether research firms are under-sampling the disengaged voters who typically support Trump, Luntz pointed out that many conservative voters actively avoid participating in surveys.

“I got 2016 wrong. I believed in the exit polls,” Luntz said, recalling the election cycle when Hillary Clinton was widely projected to win.

“Trump voters walked away, refused to participate because they thought it was against them,” Luntz said. “They thought that the polls were all biased. And that’s what Republicans are being told right now. Don’t believe the polls. They’re not accurate. Well, they may be. We’re about to find out. But I’m still skeptical.”

Luntz emphasized that turnout remains the single most critical variable in predicting election outcomes, arguing that many standard surveys fail to accurately gauge which respondents will actually vote.

“I’m most interested in turnout, in the end,” Luntz said. “And there are ways to measure it, and I’m not convinced that they’re doing it. That they’re polling how the electorate overall feels, and not polling the people who are actually going to participate.”

He noted that qualitative methods, such as focus groups and direct interviews, often provide a clearer picture of voter engagement than traditional telephone or online sampling.

“That’s why you have to do focus groups,” Luntz explained. “That’s why you have to do one-to-one interviews. I can tell, by looking at you, if you’re going to participate or not. And these are people who are counted in the polls, but know they’re not going to vote… And turnout determines everything.”

Luntz urged voters and media observers to scrutinize how pollsters structure their screening questions.

“I ask the viewers, pay attention to how they’ve asked the questions about turnout,” he added. “It’s not whether you say you’re going to vote or not, because people lie. How interested are you in the election, number one. Number two is, how often do you collect election news, political news? And number three, how often do you talk politics to your friends and neighbors? Those are three essential questions in determining turnout. And I hate to say this, but a lot of polls don’t ask it.”

When asked how he balances acknowledging the frustration felt by Trump’s base with remaining hesitant about predicting midterm outcomes, Luntz cited his past experience.

“I have to be skeptical because I got it wrong once before,” Luntz replied. “And I was so convinced that I was right.”

Luntz’s warnings mirror analysis shared earlier this month by CNN chief data analyst Harry Enten, who noted that a minor systematic polling error could dramatically alter the battle for control of Congress. Enten observed that major surveys underestimated Republican strength in recent national election cycles, meaning even slight variations within margins of error could leave key toss-up contests in the GOP column.
